Andrew advises on the development and financing of international energy and infrastructure projects.
Andrew advises Chinese clients, particularly state-owned enterprises, on their investment, development, construction and financing of energy and infrastructure projects.
He has advised on projects in jurisdictions including Southeast Asia, Africa, Middle East and South America.
His prior experience includes advising:
- Chinese state-owned enterprises on their investments in IPP projects in Bangladesh, Malawi, Mozambique, Iran and UAE
- a Chinese state-owned enterprise on its investment in a toll road project in Ecuador
- Chinese state-owned enterprises on construction projects in Indonesia, Maldives and Fiji
- a Spanish company on its bid for a water treatment project in Indonesia
- Chinese state-owned enterprises on their offshore corporate structures in relation to outbound investment projects in Zimbabwe, Vietnam and Iraq
Background
Andrew obtained a bachelor's degree in law from East China University of Political Science and Law. He gained his master's degree in law from University of Illinois College of Law. He is qualified in China and admitted to the New York Bar. Andrew is fluent in English and Mandarin.
